VIth SCHEDULE (Art 244(2))
VIth SCHEDULE (Art 244(2)) are the areas where tribal people are living
Basic provisions
- Identification of autonomous districts and creation of
autonomous district councils (DCs) and regional
councils (RCs) with substantial tribal population. - Each DC shall consist of no more than 30 members.
- Laws made by DCs/RCs require Governor’s consent.
- Over matters on which ADC can make laws, state
laws shall not extend unless the relevant ADC so
direct.
Legislative powers conferred on
DCs/RCs
- Allotment, occupation and use of land
- Management of forests
- Use of canals, water-course etc.
- Regulation of practice of shifting cultivation
- Establishment of village and town committees
- Matters relating to village and town
administration - Appointment and succession of chief and
headman of tribes. - All aspects of personal laws
Executive powers conferred on DCs
- Establish, construct and manage
-Primary schools,
-Dispensaries,
-Markets,
-Road and water transport etc. - Management of agriculture, animal husbandry,
community projects, social welfare etc.
Judicial powers conferred on DCs/RCs
- 2-tier set up of courts
- Settlement of disputes among STs only
Financial powers conferred on DCs/RCs
- Powers to levy & collect taxes
- Creation of district & regional fund for fiscal devolution of
resources from the state.
